Yuffie, the deadly assassin and materia hunter, was first playable inFinal Fantasy VII Remake: Intergrade, so it would seem likely that she would join your party inFinal Fantasy 7 Rebirth. And she does, but you have to wait a bit.
Yuffie doesn’t join your party until the veryend of Chapter 6, just before it transitions to Chapter 7. That’s the minimal-spoiler version. You can stop here if that’s all you want to know.
To take a step further, this is the end of the Costa Del Sol part, right before the rest of the northern Corel region is opened up to you.
The party actually meets Yuffie much earlier in the game, during Chapter 4 in Junon. She becomes a pestersome presence for a while, undermining the team’s efforts before she eventually saves them from Hojo.
Yuffie fights much like she did inFinal Fantasy VII Remake: Intergrade. She fights using a large shuriken (throwing star) and has both short and long-ranged attacks. She can use Ninjitsu magic when her throwing star is out of hand. She’s from Wutai and is the youngest human member of the team at 16 years old. She has, thankfully, done up the fly on her shorts sinceIntergrade.
