Android 21 is at the top of theAnime Reborntier list, so this Secret is definitely a unit you should have on your team. Once you upgrade it in a stage, the attack becomes full AoE. She also has a Demon evo version, which you can get, making her even better.
For starters, the only way you can get the secret Twenty-One unit in Anime Reborn is by playing the Legendary Stage Act 2 of West City. There is a 0.75% chance that you will get Twenty-One, so you are in for the long haul.
If you’re just a beginner and don’t have a Mythic unit yet, I suggest steering clear of the Legendary stages for the moment. Once you have a greatMythiclike Greybeard or Hawk Eyes (and have leveled them up), you can go and try to clear the Legendary stages, though it might still be a struggle to do solo.
